Nov 8, 2010: Three Losses in Our Officiating Family

We are deeply saddened by the recent deaths of three people in our officiating family.

Ira Bourne, a long-time SABOA official and Wink Willox Award winner, passed on Oct 23, 2010 at the age of 90. The following is part of Ira's obituary:
Ira was involved in all sports and recognized most for his colorful way of refereeing basketball and baseball for over 40 years. He travelled to Japan and Ireland to referee basketball. He received standing ovations in both countries for his unique way of blowing the whistle and signalling calls. Ira was a fireman for over 30 years, a policeman and a salesman. He lived life to the fullest and created great memories for his family and friends.

William S. (Bill) Ritchie, former President of CABO and member of the Canadian Basketball Hall of Fame, passed on November 3, 2010 at the age of 87. CABO's Ritchie/Nicurtity Scholarship for student officials is named after Bill. The following is part of Bill's obituary:
Bill attended St. Francis Xavier University where he obtained a Bachelor of Arts degree, and lettered in four sports, including basketball, rugby, baseball and tennis. He was named to St. FX’s Hall of Fame in 1982 for his sports achievements. He completed post-graduate studies in physical education at Springfield College in Springfield, Mass., where he met his future wife, Jean. They eventually settled in Fredericton. Bill worked for the New Brunswick government for 34 years, advancing physical education in the province’s schools. This included acting as the first executive director of the New Brunswick Interscholastic Athletic Association, a position that continued into his retirement. He was also a first-rate square dance caller, and taught square dancing during the summer months at UNB. When Bill’s playing days were over, he became a basketball official, working his way up through the ranks to become a nationally certified official, officiating games at the university and international levels. He later got into the administrative end of the sport, and played a leading role in the development of the New Brunswick Association of Approved Basketball Officials. For his contribution as a “builder”, he was inducted into N.B. Sports Hall of Fame in 1986, and in 1997, he was inducted into the Canadian Basketball Hall of Fame.

Finally, SABOA official Clayton Twigg is mourning the loss of his brother.
Sheldon Twigg, 46, a constable and 18-year-veteran of the Lethbridge Regional police, his wife Kim, 40, daughter Lacey, 21, and granddaughter Brielle, 3, were killed Friday when their Ford Taurus collided with a Dodge Ram pickup 18 km north of Stand Off on Hwy. 509 at 10:45 p.m.

On behalf of ABOA and all of our officials, we would like to express our sincerest condolences to Clayton and his family on their loss.

Nov 7, 2010: Players wearing T-shirts in ACAC games

ABOA Interpreter Morgan Munroe released the following:

All ACAC officials,
It seems we’ve been inconsistent in our rule application regarding the players wearing T-shirts under their game jerseys.
Once again I’ll repeat this:

T-shirts are not allowed to be worn under a game jersey at any time regardless of color.
The following are permitted:


· Undergarments that extend below the shorts of the same dominant colour as the shorts.
· Compression sleeves of the same dominant colour as the shirts.
· Compression stockings of the same dominant colour as the shorts. If for the upper leg it must end above the knee; if for the lower leg it must end below the knee.

As mentioned players may wear a compression sleeve if it is of the same dominant color as the uniform top or compression leggings that extend below the shorts if they are of the same dominant color as the shorts. Players who choose to wear these articles will likely need to have 2 colors. One for their light and the other for their dark jerseys.

Officials please enforce these rules during warm ups by being observant for players who are not in compliance. Under no circumstances allow players to participate if they are wearing a uniform that is not in compliance with the current rule set.

Coaches I ask for your assistance by reminding your players of the necessity of following the uniform rules as set out in the 2010 FIBA rule book.

Oct 26, 2010: ASAA Adopts New FIBA Rules

ABOA Interpreter Morgan Munroe released the following:

The ASAA has adopted the FIBA rule changes for the 2010/11 season with the following exceptions:
· The restricted area (key) will remain as is
· The 3 point arc will remain at the current distance
· The “no charge” area under the basket will not be used

The following rule modifications are also to be used at the ASAA level.
· Half time interval – 10 minutes
· Teams can use either FIBA numbers (3-15) or non FIBA numbers (single numbers of 0-5 or two digit numbers as long as neither number is greater than 5)
· T-shirts may be worn under the jerseys as long as they are similar in color to the dominant color of the top of the jersey.

ABOA Interpreter Morgan Munroe has issued a revised Answer Key to the 2010 Refresher Exam. It is available on both the Education and Downloads pages. If you have previously downloaded the Key, the revisions are that answers to questions 35 and 49 should both be Yes.

Oct 7, 2010: Two Update Memos for ACAC officials Released

ABOA Interpreter Morgan Munroe today released two Rule Update Memos for ACAC officials. The first memo clarifies the throw-in spot after a timeout in the last two minutes while the second updates how the new 8 second rule affects the status of the ball in the front court. Sept 24, 2010: New FIBA Rules Power Point

We have just added CABO Interpreter Paul Deshaie's FIBA Rule Changes 2010 PowerPoint presentation to the 2010 Fall Clinic Presentations page. Click here to see the presentation. A PDF version is also available from the Downloads page. It is important to note that these changes currently apply ONLY to ACAC and CIS games.

Morgan Munroe has removed his presentation for now for some updating from the CABO meeting and we will post this presentation and let you know when we have final details on which changes the ASAA high schools will be adopting.

Sept 17, 2010: ABOA Uniform Remains Stripes

ABOA Evaluation Chair Jake Steinbrenner cleared up a recent rumour in this recent email:

"There appears to be a misconception that ABOA has adopted the grey shirt. That's 100% false and this was mentioned at the ABOA AGM as quoted in the Minutes..." Official Uniforms – the ‘Grey Jersey’ is the required uniform for Nationals. For all of our games in Alberta, we are staying with the striped jerseys."
So just to clarify...for all games you work for ABOA or any local ABOA board assignor, the official shirt is Stripes, no exceptions. This includes all ACAC, ASAA, HS, Sr Rec Leagues, Club, Minor, etc.

A message from President Perry Stothart:

Good morning,

I would like to take this opportunity to remind the boards of the honorary life member program that we have with the ABOA, which forms a part of our AGM. You may recall the encouragement we expressed at the fall clinic to emphasize the honorary life membership status. We want to again encourage each of you to discuss with you various executives and appropriate individuals to identify ABOA members past or present deserving of honorary recognition.

According to the ABOA bylaws: there are 3 methods for nomination of an honorary life member:

1. By the ABOA, with 5 days notice given to the membership before the the AGM.

2. By his/her local board, a board member present at the AGM may put forth the nominee's name provided the board rep has a copy of the minutes of a local board meeting where the nominee was selected.

3. By any ABOA member at the AGM, provided 5 others in attendance second the nomination.

IN EACH CASE ABOVE: the nomination must be supported by a UNANIMOUS vote of all in attendance at the AGM, which will then result in honorary life member status for the individual.

In the case that you have a nomination but cannot have a board representative present for the AGM please submit the nomination to me no later than Monday April 26. That will allow us proper time/consideration to review the name in advance of the AGM. (as per #1 above)
